Pelles C is a complete system with an IDE. It is still very active, and best of all it's free. Download from:

For something a little different you might want to download the BCX system, also free from:

http://www.rjpcomputing.com/programming/bcx/devsuite.html

Look at BCX as a preprocessor for Pelles C (or a number of other C compilers). The nice thing about this one is that it has a great help file and lots of samples. Spits out C code you can study and learn from. Makes Windows CON and GUI programming rather simple.
