I have a speradsheet which should be converted into HTML page using perl script.
It should be generic so that if I change anything in the excel sheet this should reflect in the HTML page.

Have you tried Spreadsheet to HTML converter softwares. These are really a cool and easy way to convert your excel data into HTML.
If you need one, I can guide you.
Here is a nice paper on it : http://kw.pm.org/talks/0103-xlstohtml-kwpm.pdf. Looks like you need the module use Spreadsheet::ParseExcel; to parse it.
