Can any 1 suggest me the C code logic on 420 to 422 subsampling convertion on YUV video......(on Macro block basis NOT on frame basis).

You might be able to find something about this by looking at ffmpeg's libav. If you're thinking of looking at video in C, libav is a reasonable place to start, rather than code something from scratch by yourself.
