Put a shortcut to your application in

C:\Users\All Users\Microsoft\Windows\Start Menu\Programs\Startup

so that it runs whenever anyone logs on or

C:\Users\%USERNAME%\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

for specific users (replace %USERNAME% with appropriate username)
