Is their a way of using windows98/Me to make a chart?Or lines goes up or sqares?Or how can i make a chart?

Looks like your question doesnt belong in the C/C++ or for that matter in any software development forum. To create charts in Windows you can use Microsoft Excel. Was that what you were looking for?

Everythign is possible using a third party graphics library.
Research and you will find a lot of them out there.
