You haven't stated much other than needing to use PHP. That leaves a lot of room, but my two centavos would be PHPBB....

or if its a rather user intensive considering using doc-wiki.

Elgg is a pretty complete community/social solution, although it takes a lot of configuration. You've got the old favourites: drupal, joomla and mambo too.
