USER CAN CREATE HIS
PROFILE AND CAN
MAKE HIS OWN
PLAYLIST
can i achieve these tasks
using php as a scripting
language and mysql as a
database for that?

There are a lot of mp3 players out there you can use. You just have to search for one (with a playlist) that you like. What kind of tutorial are you looking for?
I'm not talking about mp3 players..
I want a player that I can embed to my website..so that the users can listen to certain songs on my website even if they don't have a music player..
I want to know how I can achieve this...coding for it in php.
