I am looking to creating a website which allows people to view pictures, rate them and comment on them. But I have no idea how to implement this blogging/rating system. Is will have to handle user accounts as well, as people will have to create an account and log in before doing the rating/commenting.
Any ideas? Is there an open source app/plugin out there that can implement a blogging/rating system?
