Yes it will get rank if you will postunique and quality content on your blog. It should be informative also for users or visitors.

Cached blog can rank if it contain quality and informative content on the blog. Content must not be copied from other site.

cahced blog can get rank but if you will not promote our blog in bookamrking, dir, sites so how can you get backlinks.

definitely cached blog must got its ranking but we have to promote it by doing bookmark submissions to the particular blog page.
