You have used nearly a three year old version of HiJackThis. It is currently at version 2.04 so you need to remove that old version and download the newest version http://free.antivirus.com/hijackthis/

But please follow all of the steps given in our Read Me sticky and post back with all those requested logs, then we can better tell you what the problem might be.

Try to boot your system into Safe mode:
1.Restart your computer if it is powered on.
2.Press and hold F8 key for 3 seconds after your computer initially powers on.
3.Once you see the Advanced Boot Options menu you can stop.
4.Use the up/down arrow keys to highlight your selection.
5.Select Safe Mode with Networking and press Enter.
6.You should see drivers loading, this may take a few moments.
7.You should then be at the Welcome Screen.

This is not the correct instructions for booting to safe mode:
The correct method is
1 Restart your computer.
2 When the machine first starts again it will generally list some equipment that is installed in your machine, amount of memory, hard drives installed etc. At this point you should gently tap the F8 key repeatedly until you are presented with a Windows XP Advanced Options menu.
3 Select the option for Safe Mode using the arrow keys.
4 Then press enter on your keyboard to boot into Safe Mode.

I cant uninstall the old version of hijackthis because it is not under ""start"" "programs" (can't open anything else due to Explorer crashing)and it will not install the new one.

If it isn't under start programs then where did you find it?

Ran it straight from Google Chrome when I downloaded it.

Try downloading via Safe Mode with Networking. Use MY instructions for Safe Mode.

Hi, I did go to Safemode with Networking and from there I can open Windows Explorer.
When trying to Install the new version of HijackThis it tells me:
The system administrator has set policies to prevent this installation

Run it as Administrator.
