: is on the right track — those two features are controlled by the Visual Effects and Accessibility subsystems. If the UI in those panels refuses to enable them, common causes and fixes that go beyond the Control Panel are listed below.

First checklist (quick causes to try)

  • Using the Windows Classic theme or a third-party shell/theme can suppress XP animations. Switch back to the Luna/XP theme if you want the effects.
  • The Themes service must be running for visual styles and some animations. Open Services and set Themes to Automatic and Start it.
  • A Performance tweak (or a Group Policy) can force visual effects off. If the system is managed, GPOs may lock these settings.
  • Remote/low-bandwidth sessions and very low color depth can disable animations.

Registry fallback for the minimize/restore animation
If the UI won't change, the per-user setting is stored in the registry as MinAnimate. To check and enable it without hunting through menus:

reg query "HKCU\Control Panel\Desktop" /v MinAnimate

reg add "HKCU\Control Panel\Desktop" /v MinAnimate /t REG_SZ /d 1 /f

Log off and back on (or restart Explorer) for the change to take effect. Back up the registry or create a restore point first.

Troubleshooting ShowSounds
If the ShowSounds option is greyed out, make sure the Windows Audio service is running and that no accessibility policies are forcing settings. If a third-party accessibility or tweak utility is installed, it may override the OS controls. Verify by playing a sound and watching for the visual cue, and by trying the Accessibility Wizard or Ease of Access tools.

If these steps do not help, report what is shown in the Accessibility and Services consoles and whether this is a local login or an RDP/session — that narrows down the remaining causes.
