Well I have a Windows XP computer system and am wanting to reformat my computer so its faster. Well when i did this i did it like they say, Run computer from windows XP CD. I deleted my drivers then and reinstalled Windows XP Home. After this i reinstalled my Drivers (Like Intel, SoundMax) But i still have 2 problems.

1) While moving folders around i find that it is wavy and choppy.
2) Cannot connect to the internet.

to solve the first your problem you need to install proper video drivers, by the way what is your video card?
for the second have you installed LAN drivers or how do you get to the internet?
