please let us know the specs of the computer. also, what are some of the crazy things going on with the computer?

It is a pentium 4 2.8 Ghz 512mb ram, windows xp sp2.

I can not access control panel as well as task manager. It tells me that the administrator has blocked it. There is only one user on the computer and we are not on a network. Internet explorer keeps changing the homepage to http://fuzzypc.com/Liberty_and_Justice_for_All.php.
It will not let me update our Norton Antivirus.

DLLs have been spawned adding to the damage. It will be a long haul gwetting all this cleared out. You should look at the Virus posts and follow the procedures that Crunchie has used or you could use my method which I posted on 2nd September (can't be bothered to search for the link!).

Your system will sink deeper and deeper into doodoo unless you act quickly.

At this point with the amount of work it may require would starting from scratch be a better idea.
