You should just get something like Photoshop or a slightly more budget friendly option like Paint Shop Pro or even GIMP. These will all get the right result for your website and is far simpler than getting into code.

For what you want Package 1 winds hands down. You shouldn't have any problems with the speed and you can upgrade to package 2 if you every need to for little extra than it would cost to buy package 2 now. If I were I would def buy package 1

You need some kind of graphics software like photoshop and then select save for web and it should be a alright size file. If this doesn't work the only other thing I can suggest is that you could split the image into a few smaller images. Does that help?
