Try one of these boot disks first to see if you can get it to boot up:-

If not then open it up and re-seat the CPU, Memory and give it a clean by blowing the dust out.
When using WGET command line utility to download a file using HTTP
from a website, this works ok, but when i go to delete the file later, I am unable to.
e.g.
wget http://www.sophos.com/downloads/ide/ides.exe
This works ok, but then I cant delete it
Any ideas anyone?

What Operating System are you running?
The only way that Windows XP Professional Upgrade CD is going to help 'fix' anything on your PC is if you use it to perform a format and clean installation of Windows XP on your system, and that would mean wiping off all your installed programs and stored data files!
I would tend to agree with Catweazle on this, sounds like a fresh install from scratch may be the best option. Have you got anything attached like a CD burner or USB memory stick so you can backup your documents/files etc?
The only sensible option I would assume, is to update your drivers and your anti virus software and also patch your OS with Windows Update.
A more recent Virus you may have seen in the news is the Sasser Virus, which will reboot your PC.
Install Ad-aware to scan for Spyware etc.
Yes, definitely make sure the master/slave jumpers on the drive are set correctly for the drive's location on the new computer's IDE chain.
If the jumpers are set correctly, open a DOS box and see what the "fdisk" has to report about the drive.
I agree with DMR, set the main drive jumper to Master and the second drive to Slave. If this still doesn't work set the second drive as 'Cable Select'
Also go into the BIOS on reboot to make sure that you can see both drives.
When I worked for a computer graphics firm many years ago, I discovered that you can get a nasty shock from a thermal hard-copy unit when disconnected from the mains power. Some kind of residual power remained within the power-supply.
Similar to getting a shock from the coil on a car.
There is supposed to be something built-in these days which draws off the residual power, perhaps this isnt working.

"setup could not verify integrity of update inf. make sure cryptographic system is operating on this computer" is the message i get when trying to install either of the patches. man im at a lost as to what to do now.

Have you tried re-installing the video drivers:-

Select from the pulldown menus --> Video Drivers --> your Operating system (e.g.WinXp) --> english
Then click GO

u have to do one thing
and that is . go to ur inter net connection properties advance and chick ur firewall option then u will never have this problum...
I agree this is a sound thing to do before you get infected, but if you are already infected, you may need to get this download which will help you dissinfect:-

save it locally and run it to dissinfect sasser.
After that patch your pc from the following location, so you will not be re-infected:-

From the Tools menu, select 'Internet Options'
click on the 'advanced' tab
make sure there is a ticked box next to 'Show Pictures' it's under the multimedia section.

In my opinion I prefer to do fresh installs instead of an upgrade, it gives you a cleaner build.
While it reboots itself, remove the Win2k install cd and see what happens next.
Does it attempt to recover the install?
Also I would go along with Sc0arf, take a look at the Microsoft HCL site and select your OS (i would select the download text file it's quicker):-

Quarantine just puts them aside for analysis later, dont bother, just tick the lot and click next. When you are asked if you want to remove them, click OK.
