consider i have for example "Ferdowsi University" as a keyword for my page.
as i know it is a efficient way to link this word to some where.
which one is better: linking to a page on my site that have something content about apple on it , or linking to a page about apple on other site like wikipedia.com.
which one have more effect on SEO for my site?

While linking to other websites can help search engines categorize your website, it really isn't necessary from an SEO standpoint. You should really only link to other websites if it makes sense from a user standpoint.
