Desktop + windows won't load

I went into safemode to delete a program that was not a spy-ware per se but was limiting my computer usage. when i boot in normal mode, with all goodies enabled (hence the long list of processes, which normally is much shorter :P) i boot to a blank desktop. I attempt to run explorer, and it just goes to my documents, no taskbars, etc are loaded. Any help would be MUCH appreciated!

As an edit:
I have attempted to change my task bar settings and when i click on "task bar and start menu" under control panel, no window pops up. Restarting/killing explorer does not help either. btw i am running windows media edition of xp... i would really like help, thanks again guys :D

• You must download it to and run it from your Desktop
• Physically disconnect from the internet.
• Now STOP all your monitoring programs (Antivirus/Antispyware, Guards and Shields) as they could easily interfere with ComboFix.

• Re-enable all the programs that were disabled during the running of ComboFix..
