Turn off your antivirus (temporarily while it installs, turn back on afterwards), that worked for me. Some of them block the registry from being edited.

try looking here: C:\Documents and Settings\hbk\Application Data\Microsoft\Internet Explorer\Quick Launch replace hbk with your account name. You will need to show hidden folders (if not already done), as thats what applicatin data is. control panel > appearence and themes > folder options > view > show hidden files and folders.
