You could disable System restore and re enable it. That way, all old restore points will be dleeted, and windows will create a new one for you. This should clear a significant amount of space.. FYI, system restore files are found in the \System Volume Information folder.

When you reloaded the OS, did you reformat and then reinstall or did you just install over the existing installation? For top performance, you should regormat and reinstall the OS. Also install the latest drivers for all your hardware.

I suppose you can use the hard drive, CD drive and the floppy drive. Other than that, since youre going for a brand new system, Id recommend new components like RAM, graphics etc. You could use the keyboard, mouse, speakers and monitor off of your old system too.

This happens to me when certai USB devices (like the iPod in my case) are plugged in during POST. All I do is disconnect the iPod and reboot. The system gets back to normal then. Try disconnecting all USB devices (except keyboard/mouse ofcourse) and see if the problem recurs...
