The <? in your XML looks like PHP to the PHP parser. You have two choices: 1) turn off short tags 2) change line 2 to be: echo '<?xml version="1.0" encoding="iso-8859-1"?>';

They do count them as links as long as they can follow them. If the redirect is done behind a hidden script (i.e. robots.txt), they cannot follow them.

FYI, no backlink will ever hurt your site. If that were true your competitors could put links to your pages in link farms and other "bad neighborhoods" and hurt your rankings. The worst a link can do for your site is nothing. It simply doesn't help you in any way.
