Have you tried and external monitor? Does it happen when you are moving the screen are whilst it is up not moving? -Maybe it is a loose connection or maybe the screen is going, how old is this?

I am assuming that you are using XP. XP can only be updated to direct 9.0c. Have you tried something else that requires DX 9.0c. Another game for example. Go to start >> run and enter [B]dxdiag[/B] this should tell you the version installed.
