Just boot from the CD, delete the existing partition, install on it.. it should re-format disk and install automatically. If you don't have the XP CD, then you have a problem... I suggest you get a copy since you'll be needing it.

You might wanna try to reset the IE settings. To do this, just go to Internet Options on control panel and under the Advanced tab, it will be the button that says Reset. This will remove all of the addons that you've installed to IE.

- You may be having lots of stuff that loads on startup, check what you have loaded whenever you start up. If you find applications that are not really necessary, get rid of them. - Check your free disk space on the system partition - Check your windows for Trojans/Adwares/Spywares

i believe that formatting is the best solution in solving OS problems, it's not the only solution though. But I only take reformatting into consideratoin when everything else fails. just my 2c.

If you happen to have all the installation CDs for the applications you have I'd suggest a fresh install of the system. This is so because upgrades usually carry their previous problems to the new upgraded OS.

I've encountered that problem before, the only thing is, I know where the keys are supposed to be. It's the keyboard most of the times... the @ sign is shift-2 and the # is shift-3 and so on... but like what catweazl said, try changing your keyboard language settings..
