I think, but I'm not positive, that it's possible to explicitely disable JavaScript. But it's definitely enabled by default. After your JavaScript code, use <noscript> tags to display to people without JavaScript capabilities.

Windows 98 is a bit outdated ... IE 4.0 - what version of IE are you using? Still, however, JSP is a server-side languages so the browser shouldn't even have to handle anything except for HTML ?? Are your sure the JSP pages work in a different system?

Breadcrumbs can never hurt, but they're really only needed when sites get a few levels deep. Then, they're mandatory. As far as creating polls, you should be able to :) There's an option when you create a new thread.
